Los problemas de la misma no son s\u00f3lo por haber bajado el \u00edndice de crecimiento, sino tambi\u00e9n por el contar con la cifra de pobres m\u00e1s elevada en tres d\u00e9cadas.<!--more--><\/p>\n<p>El \u00faltimo informe de la Federaci\u00f3n Alemana de Sindicatos el n\u00famero de personas pobres en el pa\u00eds de Goethe, es de 13 millones. En este tema, los sindicatos, las organizaciones sociales y comerciales coinciden que \u201ctenemos un nivel de pobreza insoportable en esta Alemania rica\u201d, lo dice Ulrich Schneider, Director de la Federaci\u00f3n Alemana de Sindicatos y organizador del reciente Congreso sobre la pobreza en Berl\u00edn.<\/p>\n<p>La pobreza si bien siempre ha estado presente, nunca en un nivel tan elevado como el actual que ha llegado a un m\u00e1ximo hist\u00f3rico. Para el l\u00edder sindical la pobreza puede registrarse cuando las personas est\u00e1n excluidas de la vida de la clase media debido a que reciben ingresos que no alcanzan para su cobertura de necesidades, o cuando se les deja de lado porque ya no son capaces de competir.<\/p>\n<p>Por lo tanto, en la sociedad alemana, opulenta y profundamente dividida, la pobreza no necesariamente empieza cuando las personas sienten que su existencia f\u00edsica est\u00e1 siendo amenazada y no se les presenta otra opci\u00f3n que recolectar botellas y vivir en situaci\u00f3n de calle.<\/p>\n<p>Haciendo un desglose de las cifras de pobreza nos encontramos que hay m\u00e1s de 2 millones de desempleados, 3 millones de jubilados, 4 millones de trabajadores y m\u00e1s de 2 millones de ni\u00f1os. Se vienen planteado varias ideas en la discusi\u00f3n del tema de manera integral.<\/p>\n<p>Entre ellas: garantizar salarios m\u00ednimos efectivos; una reforma del sistema de pensiones que garantice una jubilaci\u00f3n en el largo plazo y sin riesgo de caer en la pobreza. Se busca la inclusi\u00f3n de las personas con discapacidad y los marginados, cuya condici\u00f3n no deber\u00eda conducirles a la pobreza, ni a ellos ni a sus cuidadores familiares.<\/p>\n<p>Por otra parte est\u00e1 la idea de brindar una compensaci\u00f3n econ\u00f3mica por las cargas familiares, la denominada \u201cprotecci\u00f3n b\u00e1sica de los ni\u00f1os\u201d que garantice que el tener ni\u00f1os no represente un riesgo de pobreza, y muy especialmente para los padres solteros.<\/p>\n<p>Tambi\u00e9n estructurar una pol\u00edtica de vivienda que garantice a todos poder acceder a una acorde con sus necesidades y que la misma sea permanente. Los expertos consideran que la pobreza en Alemania es, en su mayor parte consecuencia de omisiones pol\u00edticas o decisiones erradas.<\/p>\n<p>Si no es posible reducir la pobreza en la 5ta. Econom\u00eda del Mundo, entonces, incluso si el crecimiento econ\u00f3mico contin\u00faa, \u00e9ste no es un problema econ\u00f3mico sino un problema pol\u00edtico que debe por lo tanto abordarse pol\u00edticamente.<\/p>\n<p>Seg\u00fan Ulrich Schneider, \u201cel requisito es que la redistribuci\u00f3n no sea un tema tab\u00fa desde el principio sino que, por el contrario, la riqueza juegue un papel activo en el deber solidario para con nuestra comunidad.
