{"id":181161,"date":"2025-07-22T21:23:42","date_gmt":"2025-07-23T03:23:42","guid":{"rendered":"https:\/\/kuali.com.mx\/web\/?p=181161"},"modified":"2025-07-22T21:31:15","modified_gmt":"2025-07-23T03:31:15","slug":"termina-lucha-legal-entre-empresarios-y-el-estado","status":"publish","type":"post","link":"https:\/\/kuali.com.mx\/web\/2025\/07\/22\/termina-lucha-legal-entre-empresarios-y-el-estado\/","title":{"rendered":"TERMINA LUCHA LEGAL ENTRE EMPRESARIOS Y EL ESTADO"},"content":{"rendered":"\n<p><strong><em>Carlos Garc\u00eda\/Le\u00f3n, Gto.-<\/em><\/strong>Termin\u00f3 la lucha legal entre el Consejo Coordinador Empresarial de Le\u00f3n (CCEL) y el gobierno del Estado de Guanajuato por la permanencia del fideicomiso para financiar obras de desarrollo social y de seguridad (Fidesseg) que manejaba una bolsa de mil 500 millones de pesos.<\/p>\n\n\n\n<p>Los empresarios, fundaciones empresariales y organizaciones sociales llegaron a un acuerdo con la gobernadora, Libia Garc\u00eda Mu\u00f1oz Ledo, para retirar todos los juicios de amparo que tramitaron para evitar la desaparici\u00f3n de Fidesseg.<\/p>\n\n\n\n<p>\u201cSe presentar\u00e1n los desistimientos de los amparos interpuestos contra el decreto de extinci\u00f3n del anterior fideicomiso, lo que permitir\u00e1 la inmediata implementaci\u00f3n del nuevo modelo, reafirmando que nunca es tarde para construir consensos por el bien com\u00fan\u201d, difundi\u00f3 la gobernadora en un comunicado.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-kuali wp-block-embed-kuali\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"aK6fLCydry\"><a href=\"https:\/\/kuali.com.mx\/web\/2025\/01\/28\/tienen-empresarios-poder-excesivo-en-el-fidesseg\/\">TIENEN EMPRESARIOS PODER EXCESIVO EN EL FIDESSEG<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;TIENEN EMPRESARIOS PODER EXCESIVO EN EL FIDESSEG&#8221; &#8212; Kuali\" src=\"https:\/\/kuali.com.mx\/web\/2025\/01\/28\/tienen-empresarios-poder-excesivo-en-el-fidesseg\/embed\/#?secret=hz5zABw1F7#?secret=aK6fLCydry\" data-secret=\"aK6fLCydry\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Como parte de los acuerdos, el Estado asignar\u00e1 un presupuesto de mil 167 millones de pesos al programa \u201cTocando Corazones\u201d, con el cual ser\u00e1n financiados proyectos de desarrollo social, de prevenci\u00f3n a la violencia y la delincuencia.&nbsp;&nbsp; La convocatoria ser\u00e1 publicada el seis de agosto.<\/p>\n\n\n\n<p>Tambi\u00e9n ser\u00e1n asignados m\u00e1s de mil millones de pesos para fortalecer la seguridad, que ser\u00e1n manejados por la Secretar\u00eda de Seguridad y Paz.<\/p>\n\n\n\n<p>\u201cLa transparencia no solo ser\u00e1 un principio, sino una prioridad en cada etapa del modelo, desde la asignaci\u00f3n de recursos hasta la evaluaci\u00f3n de resultados\u201d, enfatiza Libia Garc\u00eda en el comunicado.<\/p>\n\n\n\n<p>La gobernadora enviar\u00e1 al Congreso una iniciativa para financiar los proyectos con el 0.3 por ciento del impuesto sobre la n\u00f3mina.<\/p>\n\n\n\n<p>El 0.2 por ciento ser\u00e1 para proyectos de desarrollo social, de prevenci\u00f3n de la violencia y la delincuencia, a trav\u00e9s de Tocando Corazones.&nbsp; El 0.1 por ciento ser\u00e1 operado por la Secretar\u00eda de Seguridad y Paz para proyectos que mejoren la seguridad.<\/p>\n\n\n\n<p>\u201cEl di\u00e1logo abierto y respetuoso nos ha permitido coincidir en una prioridad ineludible: que los apoyos lleguen cuanto antes a quienes m\u00e1s los necesitan\u201d, resalt\u00f3 la mandataria.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-kuali wp-block-embed-kuali\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"hAaUNLrpp5\"><a href=\"https:\/\/kuali.com.mx\/web\/2025\/04\/01\/empresarios-no-manejaran-el-fidesseg-advierte-libia\/\">EMPRESARIOS NO MANEJAR\u00c1N EL FIDESSEG, ADVIERTE LIBIA<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;EMPRESARIOS NO MANEJAR\u00c1N EL FIDESSEG, ADVIERTE LIBIA&#8221; &#8212; Kuali\" src=\"https:\/\/kuali.com.mx\/web\/2025\/04\/01\/empresarios-no-manejaran-el-fidesseg-advierte-libia\/embed\/#?secret=ZqZWRQT0YD#?secret=hAaUNLrpp5\" data-secret=\"hAaUNLrpp5\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>En el bolet\u00edn enumeran acciones que implementar\u00e1n para garantizar la transparencia en la asignaci\u00f3n de los recursos.<\/p>\n\n\n\n<p>Por la falta de transparencia en el manejo del dinero, el 23 de octubre del 2024, la gobernadora public\u00f3 en el Peri\u00f3dico Oficial del Estado el decreto para la extinci\u00f3n del fideicomiso.<\/p>\n\n\n\n<p>Posteriormente, el Congreso orden\u00f3 a la Auditor\u00eda Superior del Estado la aplicaci\u00f3n de una revisi\u00f3n, donde se detectaron irregularidades por 250 millones de pesos, de los cuales deben ser regresados 170 millones.<\/p>\n\n\n\n<p>Los empresarios tramitaron el juicio de amparo indirecto 1210\/2024-VI y frenaron la desaparici\u00f3n del fideicomiso y, posteriormente, iniciaron otro amparo para parar el proceso de fiscalizaci\u00f3n.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-kuali wp-block-embed-kuali\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"GnSKQC3KhY\"><a href=\"https:\/\/kuali.com.mx\/web\/2025\/06\/30\/asociaciones-deben-regresar-170-mdp-del-fidesseg\/\">ASOCIACIONES DEBEN REGRESAR 170 MDP DEL FIDESSEG<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute;
